Hello

I have a question about GIS plotting - how do the various packages work
with regard to availability of the base layers? 
We have a corporate GIS system which has the base OS map layers with our
company info "superimposed" on it; and those layers are then used as the
base for my tree management software, so I can tell which
properties/land we own by reference to the digital maps when out &
about.
Now, our 'patch' (South Devon) covers over 350 square miles; so we only
need to pay for the base layer 'tiles' for those areas where we own
property. These tiles cover quite a small area, and I'm told that the
cost per tile is pretty steep; but it works for us because we're only
ever going to need to work in those areas. 
So, my question is, if you're a consultant using such a system, how do
you pay for the tiles you need for your sites? Or do you have to buy the
base layers for the entire area you're likely to be working in? (this
seems unlikely). Do you pay some kind of annual license?
I'd be interested to know how it works.
