Hi Tony,
If it comes via email hopefully it will be you or a dedicated admin person 
who will open it and you or they will know how many copies to put on file and 
produce for your site visit.  If its a hard copy surely you or your admin 
could photocopy the appropriate number.  If its a long report then contact 
the author and either ask for a pdf or the appropriate number of copies.  If 
you don't have dedicated admin try to train someone in the pool to produce 
what you need and no more.  Dedicated admin saves time and money even if you 
share them with someone else.
Just some suggestions.  If the system don't work then change it.

My view and the approach I take as a LPA Tree Officer is to accept for
reistration well made, or if you like, fit for purposes of determing the
proposal appy's or notifications, be they by email, bullet-point letter, or
I guess, via the planning portal, but I inform people not to bother with
multiple copies, as I am sick of binning them.  I am an Arboriculturalist,
not a Planner, so don't do multiple copies : )

I well remember a concisely written proposal which came across my desk on
the back of a chinese takeaway menu, complete with what appeared to be a
water colouring of 3no. Willows to be formatively pruned...which was nice.
