It sounds like you've got a pretty spot on scheme of delegation at Tandridge.
Any chance of a copy, as I've still to get ours changed. All felling apps go
to committee here, apart from exempted fellings and I'm fed up with wasting
time writing committee reports which often basically agree with the
applicant, especially when it comes to crap trees covered by Area Orders.
With regards to rocking the boat, it all depends on individual circumstances.
Sometimes you rock too hard and capsize, other times you can weather it. I
think in Alan's case, it might be worth going for it. The laws the law, so if
their dangerous their exempt. The tree owner has supplied a risk assessment,
which Alan broadly agrees with. It should be a matter of advising the tree
owner to lodge his five day notice with the LPA and to carry on.
