If it hasn't been reviewed the Owner should demand that the Order be  
reviewed immediately (as advised in the Blue Book) They will be excluded and  
that's 
it. Isn't it? (S of S's view is that an Area Order is a temporary thing  that 
should be reviewed, 30 odd years ain't temporary)
 
Slight problem in that your right to demand a replacement has vanished but  
maybe that's fair?
