I have always been under the impression that any
tree growing in a conservation area with dia above 75mm is protected.

I am also under that impression and I would think (perhaps I should
check) that that is what the regulations say. If not, we would need to
refer to tree surveys/inventories done at time of CA confirmation when
looking at S211.
An extension to a listed building becomes part of a listed building and
a new build in a CA becomes subject to the legislation of a CA.
