The delivery plan is due out in either November or December (I think).

I think it extends further than just woodlands though. The applications
at policy stages are great for both existing trees and getting new ones
planted.

Mind you the only way it will have any impact is if arboricultural
officer get involved at policy and master planning stages.

There was supposed to be Delivery Plan for this strategy but I've not
seen
it.

The delivery plan would probably be the thing that Councils would work
to
although I suppose you might use the high level objectives for your own
amenity tree strategies but I suspect few have - not least because it is
still really a woodland strategy.
