Worth a look indeed: a lot of food for thought here and I hope brighter 
brains than mine will fillet out areas of interest for us.

Some of us will have to sharpen up reasons for (TPO) refusal or risk costs: I 
can't see "because removal of the tree will result in a loss of public 
amenity" by itself will be enough. See B14 p 28.

Nice to see a reference too to PPS1 in the very next paragraph, B15, and the 
importance of adhering to national policy when decision making. Anyone care 
to suggest what national policy governs what we tree officers do?
