Bill,

I have used TRNs and have successfully defended an appeal against one.
It was very easy because it was purely on technicalities. The tree had
not been planted therefore they lost the appeal. If they had wished to
dispute the appropriateness of the requirement to plant a tree they
could have done that via an appeal against the original decision and
condition, but failed to do that. So, I suggest TRNs are easy to defend
from that stand point.

Off hand, has anyone ever actually seen undertaken or defended a Tree  
Replacement Notice or an appeal against one?
