 I think we need to go back to square one Bill.  A TPO prevents and
 therefore an application is required for the following operations
 (consideration given to older TPOs): cutting down, uprooting, topping,
 lopping, as well as wilful damage or destruction. If it ain't one of
 those then an application isn't required. Rigging Christmas lights,
 cable bracing, climbing, fitting a bird or bat box etc. are, in my view,
 excluded. Where you gonna draw the line? If climbing is detrimental then
 we would need an application for the removal of deadwood also ... Merry

 climbing  the tree to install the rig would be detrimental. The growth
 following the installation may no longer be optimised as well. If the
 tree will benefit from  the brace then perhaps you ought to be
 withdrawing the TPO? Or maybe you'd  prefer the tree to be removed and
 replaced? You could probably condition the  work upon complying with
 3998 but I don't think Cobra is covered by 3998 is it?  so it wouldn't
 meet spec anyway. 
  
 You can give an informative(?) to the effect that in your opinion the
 installation is a waste of resources, if that's what you think.
