bat box conundrum

Dear UKTC collective brain.....

We have had a request to put up bat boxes in one of our parks. The boxes
themselves weigh about 30kg each. Apparently, they have to be made of
concrete. 

The thing that is bothering me is the method of attaching these things
to the tree - via two picture hooks and 4" nails. 

Does anyone have any better ideas? I can't see that picture hooks will
do it, personally. I wonder if anyone has any experience of non-invasive
attachment techniques (that won't be a headache).
