Only in the context of granting planning permission. If no-one's
applying for planning permission, no duty to protect trees.

Also as per trees in towns 2 all

arboriculturist' on staff to deal with tree issues.

Yeah, and TIT2 is required reading for all LA Chief Execs isn't it?
