Gareth,
I found a similar anomaly on a very old TPO. A 'WA' designation standing for
'Woodland Area'.
Julie Richardson, (who has now sadly left the DCLG) did some research and
informed me that it was an old designation which should be treated as a
current 'Woodland' designation.
Her successor may be able to shed some light on you 'Parkland'.

During a review of our TPOs we came across a very old TPO, or at least
parts of it, with a 'P' designation on it. I don't think we ever worked
out what the P was for, so I'm pleased to find out. But I would
certainly suggest this is one to revoke and re-serve (or in our case
just revoke, as the trees are now all in our management).
Glad to be of service. This one will be revoked and remade in pretty
short order now.
