I can see that in the context of a development proposal, I can't see it if
there isn't one; a development proposal I mean.
I mean I may choose to remove the falling down Crack Willows to get a better
view of the Tesco trolleys and old washing machines, it may affect the
landscape, but I don't see that a UDP, LDF or anything else can make me go
out and
grow trees on the LA's say so.
I don't see that you can use the TPO to stop me getting rid of such trees,
you might just be able to use the CA regs to get replacements (that's a bit
iffy though) but otherwise I dunno how we can actually protect such a
landscape,
unless there are SSSI considerations.
I'm not saying I don't think you should be able to protect such nondescript
things, just that I don't really see how you do it. You could get your bag
full of grant money out but they seem thin on the ground outside of National
Parks.....
