What would I suggest as an alternative?
Here's a few that I know do well down here near the sea.
Sorbus sp. Aria is good.
With reservations Platanus
Acer platanoides
There is a Paulownia nearby planted over the last 10 years that is doing
well.

Whereas I don't disagree with you, Field Maple is a long lived tree that
prunes really well, can be maintained small and, tollerates pollution.
It also doesn't have the typical fruit drop problems of many fruit tree
species and, doesn't create such a mess in regard to leaves. I like the
tree. In truth, I don't feel that there's a suitable species that really
works well in such confined spaces ... It's always gonna be a
compromise. What would you suggest as an alternative?
Just as an aside ... We have a Field Maple at Ashtead Park, Ashtead,
Surrey, that's about 25m tall and over a 1m dbh.

Now let's try getting back to basics and away from the 1:10,000/Query
that's going nowhere.
In my town the council are ripping up the town centre and redesigning to
make it more difficult to drive into town. Why not as it's the motorists
that pay the taxes!
They are planting trees in paved areas and I have noted a number of ANS
rootballed Acer campestre.
Personally I do not rate this as a suitable species as it's never tall
and forms a low dense crown.
More suited for open parkland and hedgerows in my opinion.
