I agree with your assessment and think the only real references to annual 
tree inspections refer to non -arb level inspection (Level 1 -or less?).

For example, the Highway Agencies Trunk Road Maintenance Manual (TRMMS), 
Volume 2 Part 1 Chapter 1.11 states that Inspection requirements for highways 
trees should be 'annual' with an arboricultural inspection at least every 5 
years.

In Essex, for example, our highway inspectors, inspect many defects (pot 
holes etc), including potentially dangerous trees. They do this at least 
annually.

Yes, they are non - specialists. They get basic tree hazard training and are 
required to refer their findings onto the Tree Officers.

I'd be interested to know if you find it John. It's certainly not in 52/75, 
which is vague, with the word 'regular' appearing a lot and a statement that 

"The period between these inspections and the degree of examination will 
depend on the age and history of the trees, surgery, disease, accidents, 
etc". 

And it's not in "Well Maintained Highways": which includes statements such as

"it is important that arboricultural advice is obtained to advise on the 
appropriate frequency of inspections and works required for each individual 
street or mature tree, based on assessment of respective risks"

And

"Most trees should ideally have an arboricultural inspection every five years 
but this period may be reduced on the advice of an arboriculturalist"

I've heard many people throw around the annual inspection thing, with many 
different alleged sources. But I've yet to actually see a convincing looking 
source. I have a sneaking suspicion it's a kind of urban myth - something 
some college lecturer once said to a bunch of students which has been 
repeated so often that everyone now believes it, but no one is sure why.
