No it doesn't make good sense, but my reading of this is, that it means
as measured from the ground around the tree and not from another
perspective. In other words, don't be lazy and lean over and measure a
tree from the top of a mound or something ...

I have a copy of BS:5837:2005 September 05 with Corrigendum No.1 - has
this been updated since then?
A complainant and me are struggling to understand section 4.1.3 which
forms part of our planning application validation criteria:
"[...........]Alternatively, the topographical survey should include all
trees present, and certainly all those over 75mm stem diameter, measured
at 1.5m above adjacent (higher) ground level."
Does the last part 'above adjacent (higher) ground level' actually make
sense to you?
