Did the writer fail to follow "Have I got news for you" guidelines and
dose the prose with 'allegedly'?

Subject: Libel?

Hi all, recently had a complaint made against an individual within the
authority claiming libel.

The statement was made within a TPO document, specifically the reasons
for making the order. No persons or addresses were specified.

Has anyone any experience of this and does the defence of privilege come
into play?

Many thanks
