Off-hand, without the benefit of having read it yet; I would say
refusing to properly consider objections, failing to follow blue book
guidance WRT amenity valuation, vexatious or whimsical TPOs to thwart
Planning Applications....
 
I must say I'd failed to register that the September addendum had been
published; did Peter announce it here? I don't recall it being mentioned
at the  AA Conference.
