You can request that they re-route services. There's an official form the
service provider should be able to direct you to and you will need to fill
out. 
Not sure how much it costs though.
Which was there first? The tree or the services? It would be logical to
favour whichever was there first as the positioning of whatever came second
was short sighted, and if it's an electricty cable potentially dangerous.

Hi - I'm not sure this is the right place but I have a query in relation
to the rights of a privatised utility operator who wants to cut down a
mature, alive and visually attractive tree which has a TPO on it. The
justification is that the presence of the tree occasionally results in
power cuts to a residential property. This happens as the cable runs
through the canopy and brushes against the trunk. I'm of the opinion
that as they are not a statutory undertaker i.e. they are a privatised
utility operator that consent is required to do the works which I want
to refuse. Is this the case or should they not have to submit an
application and if I refuse it am I liable for costs if appealed? Any
thoughts?????
