Greetings Forum. We are running a THREATS training day 19th August for two
local authorities & have spare capacity. The day will consist of training
in the use of THREATS, including advanced tree defect assessment,
comprising a mix of class & field work. Probable venue St Albans. Cost
dependant on numbers, but no more than £180 (exc VAT). Contact JFL or

Nah, that can’t be right, you don’t need a planning application to use a
digger. This is one of those cases where simple rules of statutory
interpretation apply so that 'engineering' would take its ordinary meaning.
If you had to build a road to undertake the tree removal then OK, you'd need
consent for the road.
Also, large scale tree removal, of the kind that might require the heavy
plant to which you refer, would fall, unless exempted, under the scope of
the Forestry Act 1967: there's nothing in that which hints at such
operations potentially comprising 'development'.
And, as a final a point of interest, forestry is specifically excluded from
'development': s55(2)(e).
