I just stumbled on this in an unrelated search.  19th Century economist, 
logician and mathematicain William Stanlet Jevons "introduced, in the 
process, an epistemological theory of probability, arguing that probabilities 
are mere "measures of ignorance" or, as he liked to call it, measures of 
"rational expectation" (i.e. reasonable belief)."

Gotta love the "measures of ignorance" phrase!

Greetings Forum. We are running a THREATS training day 19th August for two
local authorities & have spare capacity. The day will consist of training
in the use of THREATS, including advanced tree defect assessment,
comprising a mix of class & field work. Probable venue St Albans.  Cost
