I think it would depend on the particular structure and tree, and deciding
which one should take priority.

A mature oak might be given priority over concrete block paving, whereas a
Tudor wall would be given priority over a 20 year old willow.

The willow's contribution would be limited by the structure, but the oaks
contribution wouldn't - you'd hope.

I doubt if this is going to have much affect on an interesting debate that I
was having with someone yesterday but in the context of carrying out a
BS5837 survey I'd be interested to hear the forum's view on the following:

If a tree is likely to cause damage to surrounding, existing hard structures
should this be considered when assessing the tree's estimated remaining
contribution?
