John,

I've always assumed even if a condition could be applied in these
circumstances then planning would be reluctant to do so because of the
impracticalities and low likelihood of it being enforced. I therefore work
on the basis that I or the client can't guarantee the work will be carried
out and assume when categorising the tree the worst case scenario. I think
this agrees with Bill's pragmatic approach. I don't consider this to be
downgrading I just think its practical. The only exception to this is where
a finished development is going to have a grounds maintenance arrangement
with the new residents and then I recommend that a management plan might
include for regular reductions, hedgetrimming, re-coppicing/pollarding etc.

Tied in with this I think the ownership of a tree can be very important when
categorising trees. For instance a pollarded tree that, in my opinion, will
need re-pollarding in the next twenty years within the site boundaries would
be C category because I can't guarantee that the new residents will
re-pollard it sooner and extend its SULE. However a similarly managed street
tree that might be affected by the development would be category B because
there is a better chance (hopefully) that the LA would maintain their trees
on a regular basis.
