  You make some good points.  In my experience most steel cables are fine for
  a long time.  After they are put in the bolt head and then the ring on the
  bolt become enveloped in woody tissue which prevents air getting to the part
  of the bolt that is within the tree and, in turn, this prevents rust.  It
  appears that the problems start when the cable starts to become enveloped by
  the tree.  Air can still get through the cable to be part that's enveloped
  but it also remains moist and the cable rusts.  Do these observations accord
  with yours?

  SC  Luke.  US Standards call for industrial or marine grade (basically) 
galvanized hardware and a plated or galvanized cable.  So even exposed 
hardware takes decades to rust.  Hardware store grade Cadmium plated hardware 
will rust.
