Before you start civil war you should point out that a farmer has the
right to shoot a dog that is worrying sheep or poultry only after it has
been demonstrated that the dog cannot be called off -

Does the law state who should attempt to call the dog off?

If it's the owner then they could be (and often are) miles away. 

By the time they are on the scene -even if that's practical- it is often
too late. 

The shame of it is that 9 times out of 10 it's the owners fault.
