28 days, but we all know how things can spin out. I'd be prepared to
consider objections longer than that, especially if there's an ongoing
dialogue, and of course if you modify/change the original provisional TPO
and send it out, I'd say the clock is reset from that point.

How long is considered fair for consultation? 28 days?

It's not being modified at the confirmation stage!
If you read correctly what I wrote/meant was:
if it's within the consultation period [or even the S201 - 6 month period]
and has'nt been confirmed then the temporary/provisional TPO can be modified
- as long as everyone gets a chance to comment on it.
I agree that you should'nt change an Area to woodland and then send it for
confirmation as indeed it is a 'different animal' - but during the
consultation stage? Yes you can play around with it as much as you want - so
long everyone has their say and you consider that.

T.V. said "My take on this is that if the order is substantially changed
eg from Area
to Woodland, during the consultation period and that there is ample
opportunity for objections or representation to be made and considered
before it goes for confirmation then there should'nt be any need to revoke
the Area order - just change it, keep the original number and make sure
any
covering letter states that the new order replaces the earlier."
The problem with this is that it has been held in thecourts that an order
can not be so modified at the conformation stage as to render it a
different animal. The case was where an area had been re-designated as a
woodland. Moray is correct. A new order must be served and unless the
old one is revoked then it still stands. Also, where the two orders cover
the same tree make sure that where you get consent under one you also get
it under the other!
