Oh really?  What about all the roundabouts I see with flower displays
on, and signs saying "sponsored by <local business>" then?

Or is that different because someone has paid for them?

I seem to recall that there's a roundabout at Heathrow with a model of
Concorde on it, too, and there must be hundreds of other counter-
examples.
