I'm very much 'Arb' rather than 'Forestry', but I suspect this refers to
The Forestry Commission's responsibility in administering the
Environmental Impact Assessment (Forestry) (Eng AND Wales) Regs 1999.
These affect 4 types of forestry operations (Afforestation,
Deforestation, forestry quarries- and yes, you've guessed it - 'Forest
Roads'). These Regs give each of these operations an area threshold.
Don't know the details -take a look at the regs!

I have been receiving consultations from the Forestry Commission
regarding
the Better Woodlands for Wales Scheme. Within the consultations the
indicative work types include the usual thinning, woodland management,
however very often there is included 'track building'.
I have gone back to the Forestry Commission and stated that aside from
any
comments upon trees, track building may require prior notification (The
Town
and Country Planning (General Permitted Development) Order 1995,
Schedule 2,
Part 7 (Forestry Buildings and Operations)) to be submitted to the
planning
department. At the moment they are still looking into it for me.
I am unsure whether the BWW scheme is exempt as the woodlands may not be
classed as 'forestry', however I wonder whether yourself or anyone else
in
planning in Wrexham has come across this one?
