I believe AutoDesk produce a free DWG file conversion tool which converts
between formats.
http://www.autodesk.co.uk/adsk/servlet/index?siteID=452932&id=13411504
It also lets you view/print DWG files.
or visit
http://www.autodesk.co.uk
and look up DWG TrueView at the end of the alphabetical product listing.

I use AutoCAD LT, though I don't have the ArborCAD add on. Tim makes a
good point about the upgrades, which is one of the irritations of using
Autodesk stuff - every so often the file format changes so old versions
won't read files created in newer releases. It's not unsumountable but
can be slightly embarassing asking clients to resend files in an earlier
version.
I would be careful with courses that aren't tailored to what you need.
Most arb work uses only a small part of what CAD programs can do, it is
possible to spend a lot of time being taught stuff that won't be
relevant. I managed by teaching myself, which was hard at first, and
picking up relevant bits from people I have worked with.
