I think Ian would be well within the spirit to serve a TPO on the trees but 
precisely how you protect the understorey would be something of a moot point. 
It all looks like a good reason to serve an Area order to me and subsequently 
attempt to achieve your objectives by negotiation. I would have to point out 
that the average householder would find it very difficult to manage an 
overgrown agricultural hedge so getting the design of the site right would be 
extremely important. It might even mean you had to seek a design that left 
the hedges in LA management, which I suspect would not find favour with the 
developers or the (presumably LA) grounds management crew. You'd be looking 
for a substantial chunk of S106 money and for that money to go to the grounds 
maintenance crew, not to the Planning Department's coffers.

Emphasising the Archaeological value of the hedgerow might also illuminate 
the argument.
