RE: PV vs TPO

I haven't been to appeal, but have an App coming in to fell for PV
purposes and its leaving me wondering whether its possible to condition
the consent on the basis that the PV is installed.

I know we thrashed this one earlier but has anyone been to Appeal over a
refusal of consent to fell/prune excessively on the grounds that the TPO
tree shaded the new PVs? One is closing on me and I would have thought
that by now the Inspectorate had been given a steer on how to deal with
them.
