Err ... I think no, but you could summarise the finer points in your own
words to ensure that the context is maintained, make the reference 'in
the words of so and so' and acknowledge the source as a footnote. In
truth I think that any author would be humbled to have their work cited
so!!!! Thus ...

and put it into your report for say an appeal or legal case, would that
be breach of copyright, or would acknowledgment to the author suffice?"
