I can see problems with conflict of interests poking its ugly
head up. Especially if someone was working p/t at a council and as a
consultant.

I have seen quite a few reports written by ex-LPA and LA Arbs. While I think 
they're perfectly capable of dealing with conflicts of interest I think they 
have more trouble remembering who they're working for. Which of course is not 
to say that a private sector Arb consulting for the public sector might not 
have the same trouble albeit in reverse.

I make the distinction between LA and LPA because it's clear that some 
parks-based Arbs have no experience of the Planning angle and vice versa.
