'Rob Toll says: I know Council's work with housing associations,
parish/town councils to inspect the trees and usually there is a set
contract in place. Its carrying out tree inspection on private household
sites that worries me.'

Payers of Community Charge may feel that they should be getting a
cheaper service if they employ the Council direct for this task. I'm
unsure as to how this could be performed in a completely unbiased way
and which may conflict with their duty as a public service.....As
someone has mentioned when asked to quote for works which may require
the felling of a tree worthy of TPO. IMO It just can't work.
