 Yes thank you Michael a very good response.

One point I would like to make is having worked for a number of councils
I have seen first hand how when there is a slow down in the work load
coming in this is the time TO's use to do all those things they want to
do but never have time for so doing outside services would reduce the
chances of doing this. Also when I got made redundant I asked a local
council if they had any tree surveys they said due to the cut backs they
where doing their own. This is a situation that most councils must be
facing. If they take on extra work from developers something would have
to be dropped thus leaving the tree surveys to be done by outside
contractors again.
