Interesting. Are they Willows perhaps?

Presumably the council can't act because the trees don't meet Misc Provs 
criteria.

It looks like tree management or its absence lies with a housing association 
and the County Council.

I hope I'm not the only one here has some sympathy with the residents, 
especially if the tree belt is to the south of them.
