That is the bemusement of someone who operates at the upper levels of good 
practice, Paul, but of course it is a mixed picture. It is a useful thread 
for the many TO's reading, and I will certainly be looking at the Mole 
Valley, Woking etc websites before too long.

As someone in the middle ground I have examples where we done well, and 
others which would illustrate bad practice from the last century.

Like a certain Thatcher, TO's often find the enemy within hardest to slay.
