then it is as I thought and not a case of you have to work to that standard 
and any deviation must be justified?
So how can we fight or deal with the poor work standards were seeing both 
from development and utilities installations?
and is it the case that the utilities are aware, but the civil engineers they 
sub too are not? whats the deal, and when are these standards going to be the 
norm rather than the exception in application?

If NJUG4 is a basic minum standard, is it the same with BS3998?
if it is and BS 3998 is a basic minimum standard as opposed to

"recommended"

standards as I am lead to believe does this not make these standards or

rather not

working to these minimum standards a matter that is totally indefensible?

One of the changes between BS3998:1984 and the 2010 revision is that it is
now recommendations, hence the title 'Tree work - Recommendations'.  To my
mind that change increases the weight that its guidance carries, but both
versions were and are more than a 'minimum standard', they are the national
standard.
