Standing a few paces from the tree I use a Suunto aligned visually for rough 
average angle.  For more accuracy a plumb line is good provided the reference 
points are secure.  If a building is handy in the line of sight to the angle 
of lean then a piece of tracing paper or acetate placed into the corner of a 
window allows for the edge of the trunk to be drawn onto it.   Provided that 
the paper/acetate is stored flat and the position of the eye is noted, this 
provides as remarkably accurate comparative record.  I tend to suggest it to 
householders who are concerned about leaning trees, but it has more 
evidential use.

It can but I find that there is a risk of user error creeping in which can 
skew results. Its ok for a one off descriptive assessment but probably not 
sufficiently accurate to be used as a benchmark.

There is an illustration in Lonsdale 1999 showing how to use two plumb lines 
to monitor the angle of leaning trees.  A great way to show to owners that a 
tree isn't progressively leaning more and more over time.  It also provides 
evidence that can be presented to an LPA to show when a protected tree is 
increasingly leaning.
