Oh, was it not? Although clearly Areas being mentioned in the model order 
does clarify the matter.

I wondered if the antipathy towards "Area" orders was being nailed down. I 
think it would be a mistake if they did remove this emergency facility, 
although I would like to see them time-expired in some way, just to force 
LPAs to go back and properly consider what exactly they wanted to protect...
