Is it possible to give a permission to carry out work on a tree, with a
specified time-frame as to the season that the work shall be carried out in.
I know that once a permission is granted it usually has a time-limit on it -
I don't mean that.



A local parish Council has asked my advice on a TPO application they have
received for comment.  The works applied for include a crown-reduction on an
elm. The elm is of a local sub-species (U. daveyi), more or less resistant
to DED.  Pruning elms during the growing season is not good practice as the
scent of sap from cut branches attracts the beetles. Can a Tree officer/LPA
give a permission to carry out works with a condition that it is carried out
at a particular time - ie next dormant season?; and would a breach of the
time constraint constitute an offence?
