Well Andrew Health and Safety and alternatives to working at height regs 
(http://www.hse.gov.uk/pubns/indg401.pdf) would denote the use of 
loppers/long arm pruners from the ground so you've got to consider your 
workmen and also time constraints. I doubt a few dodgy small diameter cuts 
would become an issue. Certainly larger pruning wounds need more care and 
precision cutting.
