Perhaps this is not Arboriculture but refers to a 'skill' were the
tree cutter works within the tolerance parameter of a tree's ability
to recover/heal and the art here is the understanding how much a tree
can take without it becoming defunct/a danger within a short time
period (3yrs) at least.

Why 3 years? If the pruning works leads to the tree becoming defunct in 4, 5,
10, 15 & 20 years is this ok?

Moray, it could be two though 3 years is going to be a minimum period where a
link between the 'tree surgeons' undetermined cutting (butchering) of
branches/roots could be associated with visible symptoms of physiological
stress and disease. This is more a concern perhaps for those trees which have
reached or gone beyond their natural mature age (3/3rds) having minimal
energy reserves. I doubt that any client would wish to employ the same
company to prune the remaining tree stock considering the resultant
consequences and lack of foresight/skill on behalf of the tree surgeon.
