is the tank still there? maybe they had big trees to move out and the tank
was cheap

Only if there is a demonstrable need. We recently TPO'ed a 30 acre ancient 
woodland because the owner was using and housing a tank as a forestry tool
under 
pd.

I also suspect that if the owner cries FORESTRY a lot of what he wants to do
he 
can by just informing you, Forestry PD rights are far more wide ranging that

householders
