If they are his trees and no legislation then he can do what he wants as far
as I am aware

Subject: Girdled Oaks
I visited a client today in the Sussex
countryside today whose neighbour has
girdled 11 mature large oaks as high as
20m on his property.
9 of them run down the side of my
client's land who is devastated to say
the least.
The reason why the neighbour has done
this damage to his own trees is because
he does not like picking up leafs but he lives in the country!
Any ideas of what my client could do in
terms of action against neighbour?
The local DC may put TPO's on nearby
trees to stop further damage.
There are no nearby properties where
complaints could be made from to support my client.
The damage was done while my client was
on holiday.
There had been no ongoing disputes with
neighbour.
None of the trees had a TPO.
Grateful for any thoughts the forum may
have or if any of you have had this
scenario put before you in the past.
