The way I read it is that Paragraph 4.4.1.1 says that the tree survey should
be
completed “prior to and/or independently of any specific proposals for
development”.

You would hope that the developer had taken some advice as to the likelihood
of the site getting planning permission prior to commissioning the survey
wouldn't you? Leastways I'd anticipate some difficulty in getting payment for
a report that had the conclusion "no chance of getting planning permission
here!"
The stuff I seem to get involved with frequently involves the demolition of
something and its replacement with something not that different. Frequently
the most economical thing for that sort of client is some sort of survey and
impact assessment combined, which so far the various LPAs hereabouts have
accepted.
Slightly off categories for amoment, I note that the schedule suggestions (at
4.4.2.5 g) life stage) includes "semi-mature" as well as "early mature" but
loses "veteran." Dunno what the difference between semi and early is. I think
I'll keep the old version. (And why does one get a hyphen (as does
over-mature) when the other doesn't?)
