Sounds vaguely like the HSE running around and looking for someone to
prosecute. This is probably fair enough, but at a glance it seems the builder
thought it cheaper to pay the fine than defend it. I suspect a decent Brief
would've seen it off but the costs would have been larger.
I personally would like to see an offence of "impersonating an
Arboriculturist" but it's hard to see it.... That said the new BS5837 seems
to be taking a harder line on what an Arboriculturist actually should be, not
that I can actually imagine any of the local Landscape practicespaying much
attention, or even buying the new Standard. (And I could be kidding myself,
about the harder line I mean.)
