measure every stem. So we added an average calculation as in 4.6.1 b).>

It hadn't occurred to me until this thread but as someone noted....you can't 
derive an accurate average, be it mean, median or whatever, without measuring 
all the stems first. The Standard must therefore intend an average derived 
from your professional judgement. But the clause probably will need to be 
tidied up at the next revision.
