Leaf curl on Ash

Subject: Leaf curl on Ash

Good afternoon all,

One of our tree surgery staff brought this leaf in to me for diagnosis but 
unfortunately I am stumped!  Can anyone shed any light as to what is causing 
this discolouration and curling of the leaf edges? The photos show the 
underside of the leaf.
