Bill, it's painful to hear about some of your experiences and as a LA worker

am appalled by what appears to be malpractice by LA Officers.

While it's malpractice and devious and dishonest, I'm not accusing anybody of 
avarice and by and large it's all fairly agreeable; someone might have had to 
sweep more leaves up than they might otherwise, but none of these cases have 
featured anybody suffering psychiatric problems due to misplaced fear. 

The unconfirmed TPO is in the middle of a planning dispute but that's 
dragging its heels due to the economy and should it ever escalate it'll sort 
itself out. My biggest difficulty in that one is persuading the client not to 
go out and prematurely cut down all the trees and hedges; just because they 
don't deserve protection doesn't mean they need cutting down immediately......
